Circulation Policy

Library users:

All borrowers must register as library users – see Library User Policy.  All individual library records are protected by NH RSA Dr.11.  

Lending period:

Books, audio books, and movies are loaned for fourteen (14) days.

Non-circulating materials:

Reference materials are non-circulating.

Renewals:

Except for the digital projector and snowshoes, items may be renewed two times – for a total lending period of six weeks.  However, no material may be renewed if another library user has reserved it.

Fines/charges:

Late fees on all materials – see Fee & Fine Schedule.

Suspension of privileges:

Suspension of privileges will be lifted when the material/incident that caused suspension has been resolved – see Patron Rights & Responsibilities.  Suspended patrons may appeal the suspension to the Board of Trustees.

Limits:

The Director may place limits on the number of related materials loaned to one (1) user if:  collection is too small to meet demand, a teacher has requested said material, or the material is timely/seasonal and would place a burden on a part of the collection.  Only adult card holders may borrow museum passes, digital projector, and snowshoes.

Reserves:  

Library card holders may reserve materials held by other users.  The first person on the reserve list will be contacted first.  The material will be held for five days, and then the next patron on reserve list will be contacted.

Weeding:

Materials that are no longer useful to the library will be systematically weeded from the collection according to professional library practice.  Materials will be recycled in the most appropriate manner available to the Director.

Challenged Materials / Programs:

The New Castle Public Library Trustees believe that censorship is an individual matter and declares that while anyone is free to reject material of which one does not approve, one cannot exercise this right of censorship to restrict the freedom of others. 

The New Castle Public Library selects materials based on the criteria specified within its Collection Development policy. In its selection of library materials, the New Castle Public Library and Trustees endorse and support the Library Bill of Rights and the Freedom to Read Statement of the American Library Association. They subscribe to the principles put forth in the ALA Labels and Rating Systems, Freedom to View Statement, and Access for Children and Young Adults to Non-print Materials. 

Patrons requesting that material be withdrawn from, relocated, or restricted within the collection may complete a Request For Reconsideration of Library Resources form. Patrons requesting that a program be altered or discontinued may complete a Request For Reconsideration of Library Resources form. The challenged material will remain in the collection, or program will continue, while it is being reviewed. The request shall be reviewed by the Library Director and the material or program will be evaluated based on the complaint. The Library Director will then issue a written decision to the challenger within 30 days. This decision may be appealed to the Library Trustees. The challenger’s appeal will be placed on the agenda of the next regular meeting of the New Castle Public Library Trustees. Decisions of the Library Trustees are final and are made within 60 days of receipt of the appeal.

Donated materials:

Materials donated to the library are handled as the Director deems appropriate.
